Matthew A. Quinonez is the Founder of The Prospero Organization, a strategic advisory and public affairs consulting firm specializing in business development, government relations, and policy strategy. He brings extensive experience supporting executive decision-making, advancing complex initiatives, and guiding organizations through policy, regulatory, and market challenges.

Matthew previously served as Chief of Staff and Managing Director of Business Development at Oaktree Solutions, where he led firmwide strategy, oversaw client development, and supported government affairs initiatives across multiple sectors.

Before entering the private sector, Matthew held several senior positions in New York City government. He served as Special Assistant to the Chief of Staff to the Mayor of New York City, managing executive operations, interagency coordination, and strategic workflow for City Hall. He also served as Special Assistant to both the Deputy Mayor of Administration and the Deputy Mayor of Health and Human Services, playing a central role in establishing New York City’s first Vaccine Command Center during the COVID-19 pandemic. Earlier, he contributed to overseeing the nation’s largest municipal budget as Special Assistant to the Budget Director at the NYC Office of Management & Budget.

Across these roles, Matthew developed deep expertise in government operations, strategic planning, public affairs strategy, and organizational leadership. Through The Prospero Organization, he leads consulting work that helps companies, nonprofits, and public-sector partners strengthen stakeholder engagement, navigate complex environments, and execute strategies that support sustainable growth and long-term success.

Born and raised in Virginia, Matthew earned a Bachelor of Arts in Political Science from Baruch College.
